That one does not include display language packs for other languages. In China, Microsoft sells a single-language version of Windows 8. I am avoiding the Windows 8 RT tablet-only version for now, because installing additional fonts, non-Microsoft input methods, and even Microsoft's own IME updates may be difficult in RT unless they are distributed through the Windows Store.
